YouTube Is Doubling Its Monetization Requirements in 2027 (What You Need to Do Now)

On August 10, 2026, YouTube announced it is doubling the bar to get into the Partner Program. If you are close to monetization and not there yet, this is the most important date on your calendar.

The subscriber count stays the same. The watch-time and Shorts-view thresholds double.
Who this actually affects
Only new applicants. If you are already in the Partner Program, your monetization is not being taken away.
There is one catch, and it matters: existing members need to review and accept the new terms in YouTube Studio by January 31, 2027. Do that and you keep the lower maintenance requirements you're on today. It's a five-minute job in Studio, and it's easy to ignore an email about terms and then wonder what happened.
So there are really two groups:
- Already monetized? Accept the new terms before January 31, 2027. Done.
- Not monetized yet? You have until January 31, 2027 to cross the current bar. After that, the bar doubles.
The deadline nobody's talking about
That second point is the real story. The old thresholds don't disappear on the announcement date — they disappear on February 1, 2027.
If you're sitting at 2,800 watch hours today, you don't need 8,000. You need 4,000, and you have until the end of January. That's a very different goal.
Work out where you stand right now, in YouTube Studio under Analytics → Overview → Watch time (hours), set to the last 365 days. Then decide whether the current bar is reachable before the deadline. For most people who are already halfway, it is.
What "qualified" means
Both numbers say qualified, and that word does work.
Qualified watch hours come from public, long-form videos. Private videos, unlisted videos, deleted videos, ads and paid promotion don't count. Neither do Shorts — Shorts views feed the separate Shorts threshold, not your watch hours.
This trips people up constantly. If you've been posting Shorts and expecting your watch hours to climb, they haven't been. The two paths into the Partner Program are separate, and you only need to clear one of them.
Which path should you pick?
For almost everyone, watch hours.
20 million Shorts views in 90 days is a very high bar — it's a genuinely viral channel, not a growing one. 8,000 watch hours in a year is arithmetic: it works out to roughly 22 hours of watch time a day.
Put differently, one 10-minute video that holds people for an average of 4 minutes needs about 120,000 views over the year. Spread that across 50 videos and it's 2,400 views each. Ambitious, but ordinary.
The Shorts path is really there for channels that are already exploding. If that's not you, ignore it and make longer videos.
What to actually do this month
- If you're monetized: open YouTube Studio and accept the new terms. Don't leave it to January.
- If you're close: check your trailing-365-day watch hours today, and work out whether 4,000 is reachable before February 1. If it is, that's your entire Q4 plan.
- If you're starting out: build for the 8,000-hour bar from day one. Longer videos, stronger retention, topics people search for rather than scroll past.
- Either way: stop treating Shorts as a road to monetization. Treat them as a road to subscribers, who then watch your long videos.
Is this bad news?
Less than it looks. YouTube announced this alongside expanded ways to earn, and an 18-month runway is unusually generous for a platform policy change — most arrive with weeks of notice.
The honest read: the bar to start earning on YouTube is rising, and it will keep rising. The channels that clear it are the ones publishing consistently enough that 8,000 hours is a by-product rather than a target.
